Mr. Fults is a Co-Founder and President of both CBNLT and EarthSource Solutions, LLC. A resident of Virginia for 22 years, Mr. Fults worked for 13 years as an environmental consultant with private business specializing in land planning, development projects, and regulatory permitting. Mr. Fults co-founded EarthSource Solutions, Inc. (ESS) in November of 2000 as a provider of environmental credits and permit compliance solutions throughout the Commonwealth of Virginia, specifically through the ownership and management of environmental banking facilities. Over the past 9 years ESS environmental projects have supported ecosystem restoration by providing compensatory mitigation for unavoidable impacts to wetlands and streams in multiple Virginia watersheds. ESS owns and/or manages 5 operational wetland and stream banks in Virginia.
Over the past five years Mr. Fults has been instrumental in the development of legislation for nutrient Offsets, and has testified in front of both the U.S. Congress and the Virginia Legislature on repeated occasions to ensure rational and realistic legislative structure is applied to the nutrient markets in Virginia. Mr. Fults graduated from Ball State University in 1986 with a Bachelors of Landscape Architecture and is currently a Virginia Certified Landscape Architect.
